Ordinal multi-criteria method based on pairwise regime analysis

REGIME (Ordinal multi-criteria method based on pairwise regime analysis) is a ranking multi-criteria decision-making (MCDM) method introduced by Hinloopen, E., Nijkamp, P., Rietveld, P. in 1983. It turns a decision matrix of alternatives scored on multiple criteria into a structured, reproducible result.

When to use it

S_i can be any real number. Higher S means greater net pairwise dominance. S_i = 0 means balanced wins and losses. REGIME is sign-based (only direction of difference matters, not magnitude) — it is robust to outliers and scale differences. It is similar to APLOCO but without normalisation.

Strengths & limitations

Strengths
  • Follows a transparent, reproducible computational procedure that can be audited step by step.
  • Handles multiple criteria of differing scales and units within a single decision matrix.
Limitations
  • Results depend on the chosen normalisation, weights, and parameter settings.
