战略选项开发与分析（SODA）是一种促进性的定性方法，用于构建复杂的组织问题。它由Colin Eden于1988年开发，使用认知图谱——因果结构的有向图——来捕捉和整合多方利益相关者的主观观点。当决策者面临定义不清、棘手的复杂问题，并且在任何定量分析开始之前必须建立共识时，SODA的价值尤为突出。
