การพัฒนามาตรวัดแบบหลายกลุ่มเป็นการสร้างและตรวจสอบความถูกต้องของมาตรวัดการวัดไปพร้อมๆ กันในประชากรหรือกลุ่มที่แตกต่างกันตั้งแต่สองกลุ่มขึ้นไป แนวทางนี้ได้รวมเอากระบวนการสร้างข้อคำถามมาตรฐานและขั้นตอนการวิเคราะห์ปัจจัยเข้ากับการทดสอบลำดับชั้นของการคงสภาพของการวัดอย่างเป็นระบบ เพื่อให้แน่ใจว่ามาตรวัดที่ได้จะวัดโครงสร้างเดียวกันในลักษณะเดียวกันในทุกกลุ่มเป้าหมาย
