델파이 기법 — 구조화된 전문가 합의 도출
델파이 기법은 경험적 데이터가 없거나 불충분한 복잡한 주제에 대해 전문가 의견을 도출하고 수렴하기 위해 Norman Dalkey와 Olaf Helmer가 1963년 RAND Corporation에서 개발한 구조화되고 반복적인 설문조사 기법입니다. 이 기법은 지리적으로 분산된 전문가 패널로부터 여러 익명 라운드에 걸쳐 독립적인 판단을 수집하며, 각 라운드 후에 집계된 결과를 참가자들에게 다시 제공하여 그룹의 집단적 입장을 고려하여 자신의 견해를 수정할 수 있도록 합니다.
