文書ベースのプログラム評価
文書ベースのプログラム評価とは、インタビューや観察による一次データ収集ではなく、政策声明、実施報告書、予算、会議議事録、プログラム成果物などの既存の文書証拠を用いて、プログラムの設計、実施、成果を体系的に評価するアプローチである。特に、遡及的評価、説明責任レビュー、および直接的なフィールドワークが不可能または実行不可能な状況に適している。
