Early Childhood Environment Rating Scale, Third Edition · Also known as: ECERS-3, ECERS

The ECERS-3 is a comprehensive observational rating scale assessing the quality of early childhood education and care environments for preschool-age children (ages 3–5 years, or ages 2.5–5.5 years). Developed by Harms, Clifford, and Cryer (2015), it evaluates classroom environment, materials, interactions, and practices across 35 items grouped into six domains: Space and Furnishings, Personal Care Routines, Language and Literacy, Learning Activities, Interaction, and Program Structure. The ECERS-3 is the most widely used instrument for assessing early childhood program quality and has become the standard for child care licensing, accreditation, and quality improvement research.

When to use it

The ECERS-3 is indicated for comprehensive assessment of preschool-age early childhood programs in diverse contexts. What is the difference between ECERS-3 and ITERS-R?

ECERS-3 is designed for preschool-age classrooms (ages 2.5–5.5 years, primarily 3–5 years). ITERS-R (Infant/Toddler Environment Rating Scale, Revised) is designed for infant-toddler programs (ages 0–3 years). The items reflect developmental differences: ECERS-3 includes literacy and math items; ITERS-R focuses on routines, responsiveness, and sensorimotor play. Correct scale must be used for the target age group.

If a program scores 4.5 on ECERS-3, can children still develop well?

A score of 4.5 (Minimal range) indicates the program meets basic standards but lacks enrichment and responsiveness. Research shows that while some children thrive in minimal-quality settings due to home support or individual resilience, average child outcomes are lower in minimal-quality programs compared to good/excellent programs. A 4.5 score indicates room for improvement and should prompt quality enhancement efforts.

Can ECERS-3 predict whether my child will be ready for kindergarten?

ECERS-3 measures classroom environment quality, which significantly predicts average developmental outcomes but does not predict individual child readiness. A high-quality classroom increases likelihood of better outcomes, but individual factors (child aptitude, home support, prior experiences, disabilities) also matter. ECERS-3 is a program-level measure, not an individual child assessment.

How often should ECERS-3 be conducted?

Frequency depends on purpose: For licensing/regulatory compliance, frequency is set by state regulation (typically annually or every 2 years). For quality improvement, programs typically conduct baseline assessment and then reassess annually or every 2 years after implementation of improvements. Research studies may conduct multiple assessments to track changes over time.
