Mixed-Use Index

A mixed-use index measures how evenly different land uses — residential, retail, office, civic, industrial — are blended within an area, turning the planning ideal of vibrant, walkable mixed-use districts into a number. The dominant formulation borrows the entropy measure from information theory: a value near zero when one use dominates and near one when uses are perfectly balanced. Popularised through the 'density, diversity, design' framework of Cervero and Kockelman and embedded in walkability indices by Frank and colleagues, these indices quantify land-use diversity for studies of travel behaviour, walkability and urban vitality.

When to use it
Use a mixed-use index when you want to quantify land-use diversity for research on travel behaviour, walkability, urban vitality, or zoning outcomes, especially as an input to broader built-environment indices. Entropy is the right default for aggregate balance across several categories; the Herfindahl or Simpson form when an economics-style concentration measure is preferred; the dissimilarity form when fine-grained spatial interspersion, not just the overall share split, is what matters. Mixed-use indices are weaker when category definitions are coarse or inconsistent, when the spatial unit is arbitrary (the modifiable areal unit problem strongly affects entropy), or when 'good' mix is conflated with high mix — a balance of incompatible uses is not automatically desirable.

Why is entropy the standard measure of land-use mix?
Entropy is borrowed from information theory and has exactly the properties planners want in a mix measure: it is zero when a single use dominates, maximal when all uses are equally represented, symmetric across uses, and bounded between zero and one after normalising by the log of the number of categories. That makes it directly interpretable as a balance score and comparable across areas of different size, which is why it became the default diversity term in walkability research.
What is the difference between entropy and the dissimilarity index?
Entropy measures aggregate balance — how evenly the total land is split among uses within a unit — but ignores where each use sits. The dissimilarity index is spatial: it scores how often a developed cell is next to a different use, capturing fine-grained interspersion. Two areas can have identical entropy yet very different dissimilarity if one segregates uses into big single-use blocks while the other interleaves them parcel by parcel.
Does a higher mixed-use index always mean a better neighbourhood?
No. The index measures the degree of mix, not its quality. A high score can reflect a balance of compatible, mutually supporting uses, or it can reflect heavy industry sitting next to homes. The metric is silent on compatibility, design, and amenity, so it should be read as one descriptive input alongside qualitative judgement rather than as a verdict that more mix is always better.
