The urban vitality index is a composite descriptive measure of how lively, busy and economically active an urban area is, built from the conditions Jane Jacobs argued generate street life. In The Death and Life of Great American Cities (1961), Jacobs identified four generators of diversity — mixed primary uses, short blocks, a mix of building ages, and sufficient density — together producing the foot traffic and 'eyes on the street' that make places vital. The index operationalises these qualities as measurable indicators for each spatial unit, normalises them onto a common scale, and combines them into a single vitality score that can be mapped, compared and tracked over time.

When to use it

Use an urban vitality index when you want to describe, map and compare how lively or active urban areas are, to benchmark neighbourhoods, monitor change over time, or test Jacobs-derived hypotheses about what makes streets thrive. It is well suited to exploratory analysis and to communicating the diversity and liveliness of places to planners and the public in a single interpretable score. It is less appropriate when the goal is causal inference about what produces vitality, where regression or quasi-experimental designs are needed, and care is required because the index is descriptive — its value depends on subjective choices of indicators, normalisation and weights, and a high score does not by itself prove a place is desirable or equitable.

Some studies use the related Simpson index or a Herfindahl-based balance measure, but all aim to quantify Jacobs' idea that a healthy mix of activities keeps a place active across the day.

Is the urban vitality index a causal or descriptive measure?

It is descriptive. The index summarises the conditions Jacobs associated with vitality and, where data allow, correlates with observed liveliness such as pedestrian counts or mobile-phone activity, but it does not by itself establish that those conditions cause vitality. Establishing causation requires study designs that control for confounders — regression with appropriate controls, panel or quasi-experimental methods — so the index is best used to describe, map and benchmark vitality and to generate hypotheses, not to prove what produces it.
