Transit-oriented development (TOD) analysis evaluates how well the land around public-transport stations supports compact, mixed-use, walkable development that feeds and is fed by transit. Its analytical backbone is Luca Bertolini's 1999 node–place model, which scores every station area on two axes — its value as a transport node and its value as a place of activity — and diagnoses whether the two are in balance. Combined with the classic density, diversity, and design dimensions and with network measures of access to stations, the approach identifies which station areas are under-developed, over-stressed, or ripe for intensification.

When to use it

Use TOD analysis when you are planning, prioritizing, or evaluating development around transit and need a structured way to compare many station areas and diagnose the mismatch between service and surroundings. The node–place model is especially useful for region-wide screening of where to intensify land use versus where to improve service, and the density-diversity-design lens for designing individual station areas. It is less suitable when transit is too sparse for stations to anchor development, when data on service frequency and land use are unavailable or inconsistent across the system, or when the question is purely about ridership forecasting, which calls for a full transport-demand model.

What does the node–place model actually tell a planner?

It tells a planner whether a station's transport connectivity and its surrounding land use are in balance, and in which direction the area should change. A station that is a strong node but a weak place ('unsustained node') is a candidate for intensifying development; a strong place with weak service ('unsustained place') is a candidate for better transit; balanced stations need careful management to avoid tipping into stress or decline. It converts two profiles into a clear planning signal.

What are the 'three Ds' of TOD and how do they fit in?

The three Ds — density, diversity, and design — come from Cervero and Kockelman's work on the built environment and travel, and they operationalize the 'place' side of TOD. Density is residents and jobs per area, diversity is the mix of land uses, and design is the walkability and connectivity of the street and public-space network. In a node-place analysis they are the indicators that build the place index, complementing the service indicators that build the node index.

How is TOD analysis different from plain accessibility analysis?

Accessibility analysis measures how much opportunity is reachable from a location given travel cost. TOD analysis uses accessibility as one input — typically to define a station's catchment and reach — but its purpose is broader: it jointly assesses transport connectivity and the intensity and mix of surrounding development to judge whether a station area is functioning as integrated transit-oriented development. TOD analysis is a land-use–transport diagnosis; accessibility is one of its measurements.
