Floor Area Ratio Analysis

Floor area ratio (FAR), also called plot ratio or floor space index, is the ratio of a building's total floor area to the area of the lot it sits on, and it is the workhorse metric of zoning-based density control. A FAR of 2.0 means a building has twice as much floor space as its plot, achievable as a two-storey building covering the whole lot or a four-storey building covering half of it. Embedded in zoning codes since New York's 1916 ordinance and analysed in planning texts such as Ben-Joseph's study of urban codes, FAR analysis quantifies development intensity, sets buildable limits, and links regulation to the form and density of the built environment.

When to use it
Use FAR analysis when you need a compact, parcel-level or district-level measure of development intensity — for writing or auditing zoning, estimating buildable capacity and development feasibility, or supplying a density variable to built-environment and travel-behaviour models. It is ideal where floor area and lot area are reliably recorded and where the question is about bulk and capacity rather than building form. FAR is weaker when the floor-area counting rules are inconsistent across jurisdictions, when building form (height, shadow, streetscape) matters more than total bulk, or when lot-level FAR is used to infer neighbourhood density without accounting for streets, parks and other non-buildable land that aggregate measures must include.

What is the difference between floor area ratio and lot coverage?
Lot coverage is the share of the lot occupied by the building's footprint — a building covering half the lot has fifty percent coverage. Floor area ratio totals all storeys' floor area relative to the lot, so it accounts for height. The two are linked: FAR equals coverage times the number of storeys. A single-storey building has FAR equal to its coverage, but a ten-storey building on the same footprint has ten times the FAR at unchanged coverage.
Does a higher FAR mean a taller building?
Not necessarily. FAR fixes the total floor area allowed but not how it is distributed. A FAR of 4.0 can be a four-storey building covering the entire lot or an eight-storey building covering half of it. That is why cities pair FAR with height limits, setbacks, and coverage rules: FAR controls bulk and capacity, while the other rules shape the actual form and height.
How is FAR used as a density measure in research?
Researchers aggregate FAR over an area — summing building floor area and dividing by land area — to get a built-density proxy that captures how intensely land is developed. It became a standard variable in walkability and travel-behaviour models, often as the retail floor-area ratio, because it correlates with the kind of compact, walkable development that supports non-car travel. It complements population or dwelling density by measuring built space rather than people.
