When to use it

Use the scenario axes method when you need a small, manageable set of contrasting futures to test strategy against deep uncertainty, and when the key uncertainties can be reduced to two dominant, largely independent dimensions. It is well suited to strategic planning under uncertainty, to engaging busy decision-makers who need a memorable and tractable set of futures rather than a sprawling catalogue, and to situations where the disciplined, repeatable structure of a 2x2 matrix is an asset for facilitation and communication. The method is less appropriate when the future is genuinely shaped by many interacting uncertainties that resist reduction to two axes, when the most important uncertainties are strongly correlated so that the matrix would collapse, or when a normative pathway toward a chosen future is wanted rather than an exploration of divergent possibilities. In those cases more elaborate techniques — morphological or cross-impact methods, or normative backcasting — may serve better, and the axes method is sometimes used alongside them as a clear, communicable front end.

Why exactly two uncertainties and four scenarios?

Two is a deliberate compromise between richness and manageability. One uncertainty would give only two futures, too thin to stretch thinking; three or more would multiply quadrants into a set too large to develop and communicate well. Crossing the two most important and uncertain forces yields four scenarios — enough to span the extremes of the two dimensions that matter most while remaining few enough that each can be fully narrated and engaged with by decision-makers. The four-scenario output is also memorable and facilitates strategic conversation. The number is a feature of the method's discipline, not a claim that the future has exactly four possibilities.

What makes a good pair of axes?

Three properties. Each axis should be high-impact, meaning it strongly shapes the focal question; each should be highly uncertain, since forces that are predictable belong in all scenarios as givens rather than as axes; and the two should be largely independent of each other. Independence is the most-overlooked requirement: if the two uncertainties are correlated, some quadrants become contradictory or empty and the matrix collapses. Selecting axes that are simultaneously the most consequential, the most genuinely unpredictable, and mutually independent is the pivotal judgement of the method, and most failures of axes-based scenarios trace back to getting this choice wrong.

How does the axes method relate to intuitive-logics scenarios?

The 2x2 axes method is essentially a deductive, structured form within the broader intuitive-logics tradition of scenario planning. Intuitive logics builds qualitative, internally consistent scenarios from driving forces and key uncertainties through expert reasoning; the axes method disciplines that process by reducing the uncertainties to two orthogonal dimensions and deducing four scenarios from their combinations. So the axes method is one tractable, widely taught way of doing intuitive-logics scenario work, valued for its clarity and repeatability, while intuitive logics more broadly can also build scenarios inductively or around more than two uncertainties when the situation demands it.
