Normative scenario backcasting inverts the usual direction of futures work: instead of projecting forward from the present to ask what is likely, it starts from an explicit image of a desired future and works backward to construct the path of milestones, conditions, and actions that would lead there. John Robinson introduced the approach in 1990 as a method for people who 'hate to predict,' arguing that when the goal is to assess whether and how a normatively preferred future could be reached, forecasting the probable is the wrong tool. Backcasting instead asks what would have to happen, in what order, for the desired endpoint to come about. Distinct from generic policy backcasting, the normative scenario variant centres on first articulating a rich, value-laden scenario image of the endpoint and then deriving the pathway from it. When to use it

Use normative scenario backcasting when the aim is not to anticipate the most likely future but to work deliberately toward a desired one, and especially when current trends point away from that goal so that forecasting would merely confirm an unwanted trajectory. It is well suited to long-horizon, values-driven challenges — sustainability transitions, public-health or social goals, transformative policy — where a preferred endpoint can be articulated and where reaching it requires coordinated action over time rather than passive adaptation. The method works best when stakeholders can agree, or at least deliberate, on what counts as a desirable future, since the endpoint is explicitly normative. It is less appropriate when the task is genuinely predictive, when no consensus on goals is possible, or when the horizon is so short and constrained that there is little scope to construct an alternative pathway. Because it begins from an aspiration, it should be paired with rigorous feasibility testing to avoid producing pathways that are coherent in form but unattainable in practice.

How is backcasting different from forecasting?

Forecasting faces forward from the present and asks what is likely to happen, projecting trends and probabilities toward a probable future. Backcasting reverses the direction: it starts from a chosen desirable future and works backward to construct the milestones and actions needed to reach it. Robinson's point is that these answer different questions — forecasting addresses the probable, backcasting the preferable — and that when the goal is to work toward a desired future, especially one current trends would not produce, forecasting is the wrong tool. What makes the normative scenario variant distinct from generic policy backcasting?

Generic policy backcasting often works back from a single target metric — a target emissions level, say — to the policies that would achieve it. The normative scenario variant emphasized here first develops the endpoint into a rich, internally consistent scenario image: a detailed, value-laden picture of what the desired future world actually looks like across its social, technological, economic, and institutional dimensions. The pathway is then derived from that full image rather than from a lone number. This makes the endpoint more than a quantitative goal; it becomes a coherent future state, which both clarifies what success means and supplies the concrete conditions from which a meaningful backward milestone chain can be constructed.

Does backcasting assume the desired future is achievable?

No — that is a common misreading. Backcasting does not assume the endpoint is likely or even certainly attainable; it sets out to discover whether a coherent path to it exists. The feasibility-testing step is precisely where this is examined: each action is checked for whether it is realistically achievable and each milestone transition for whether it is logically consistent. If the analysis cannot construct an attainable, consistent pathway, that is itself an important finding, and the pathway or the endpoint is revised. So backcasting tests feasibility rather than presuming it, distinguishing a credible normative scenario with a demonstrable route from mere aspiration.
