DPSIR Framework

Driving force, Pressure, State, Impact, Response (DPSIR) Framework · Also known as: DPSIR, PSR, Pressure-State-Response

The DPSIR Framework (Driving force, Pressure, State, Impact, Response) is a diagnostic and policy tool developed by the OECD (1993) and refined by the European Environment Agency (1999) to structure environmental and sustainability problems. It organizes causal relationships from economic activity through to policy interventions, enabling governments and organizations to identify where to intervene for environmental improvement.

When to use it

Use DPSIR for comprehensive environmental or sustainability diagnostics, policy formulation, and monitoring progress toward environmental goals. It is essential for integrating environment into strategic planning and bridging technical and political communication. Avoid it for isolated technical problems where root causes are already clear; DPSIR is best for complex, multi-causal issues.

Strengths
  • Holistic framing: traces root causes to impacts, revealing non-obvious leverage points
  • Policy integration: connects science (pressures, state, impacts) to governance (drivers, responses), bridging the two domains
  • Stakeholder communication: visual and narrative structure helps diverse audiences understand environmental problems and policy options
  • Flexibility: applicable to any environmental issue—climate, water, air, biodiversity, chemical—and at any scale from local to global
Limitations
  • Causal complexity: real-world causal chains are tangled; DPSIR may oversimplify or miss feedback loops
  • Data gaps: pressures and impacts are often unmeasured, forcing reliance on proxy indicators that may not fully capture the issue
  • Political sensitivity: framing what counts as a 'driving force' or 'response' can be contested if it implies responsibility or cost allocation

How do I distinguish between a 'driving force' and a 'pressure'?

Driving forces are societal needs and activities—energy production, food consumption, mobility. Pressures are the direct environmental releases—emissions, waste, resource extraction. A driving force is 'why' and a pressure is 'what'.

Can I have multiple DPSIR chains for the same issue?

Yes. Complex issues like climate change or biodiversity loss have multiple entry points and multiple response pathways. Map the dominant chain first, then identify alternative or complementary causal paths and responses.

What if I lack data for one DPSIR element?

Acknowledge the gap and use best-available proxy indicators (e.g. if you lack direct state measurements, use a modelled estimate or indicator correlating with state). Highlight uncertainty and data needs to stakeholders. DPSIR guides what data to prioritize collecting.

How do I measure the effectiveness of a 'response'?

Link the response to changes in pressure or state. For example, does a carbon tax reduce emissions (pressure)? Does marine protection increase fish populations (state)? Use before-after or policy-vs-control designs. Note that responses take time and societal feedback may delay effects.
