Telephone-assisted Delphi Technique

The telephone-assisted Delphi Technique applies the classic iterative expert-consensus framework through structured telephone interviews rather than mailed or online questionnaires. Experts participate in sequential rounds of data collection by phone, enabling the researcher to clarify ambiguous responses in real time and reach consensus on complex, contested, or forward-looking questions without requiring participants to convene in person.

When to use it
Use telephone-assisted Delphi when you need expert consensus on a complex or uncertain topic and your panel is geographically dispersed or unlikely to respond adequately to written questionnaires — for instance, when panellists are busy practitioners with limited time for paperwork, or when the topic requires verbal probing to capture nuance. It is well suited to applied fields such as public health, policy, clinical practice, and program evaluation. Do not use it when experts can be reached easily via online platforms (online Delphi is cheaper and leaves an auditable digital trail), when your panel exceeds about 30 (telephone logistics become unmanageable), or when anonymity between the researcher and panellists is itself a methodological requirement (face-to-face telephone contact removes that anonymity).

How is telephone Delphi different from ordinary Delphi?
The core iterative logic — multiple rounds, anonymised inter-panellist feedback, and statistical consensus measurement — is identical. The difference is the delivery channel: instead of mailed or emailed questionnaires, each round is conducted as a structured telephone interview. This allows real-time probing but introduces interviewer effects and eliminates researcher anonymity.
How many rounds are typically needed?
Two to three rounds are most common. Round 1 is usually open and exploratory; Round 2 presents anonymised group feedback for rating. A third round is added when Round 2 produces insufficient consensus on key items. More than three rounds rarely improve consensus meaningfully and accelerate panellist fatigue and dropout.
What counts as consensus in a telephone Delphi study?
There is no universally fixed threshold. Common criteria include an interquartile range of 1 or less on a Likert scale, or at least 70–75% of panellists rating an item in the same direction. The chosen threshold should be defined in the study protocol before data collection and justified by reference to published norms in the discipline.
Can I combine telephone Delphi with an online round?
Yes, mixed-mode Delphi designs are documented in the literature. For example, Round 1 might use telephone interviews for open-ended exploration, while Round 2 delivers a structured rating questionnaire online. This hybrid can reduce telephone logistics while preserving the qualitative depth of the first round. Clearly document and justify the mode switch in your methods section.
Is telephone Delphi appropriate when experts know each other?
Inter-panellist anonymity — a defining Delphi feature — prevents experts from knowing how specific named colleagues responded. Panellists may know each other in their field, but their individual Round 1 or Round 2 responses are shared only in aggregate, anonymised form. The researcher conducting the calls is not anonymous to the panellist, but that is an accepted feature of telephone-assisted delivery.
