Safety Compliance and Participation Scale

Safety Compliance and Participation Scale (SCPS) · Also known as: SCPS, Safety Behavior Scale

The Safety Compliance and Participation Scale (SCPS) measures workers' occupational safety behavior across two dimensions: safety compliance (following safety rules and procedures) and safety participation (proactive engagement in safety activities beyond minimum requirements). Developed by Neal and Griffin, the SCPS recognizes that safe workplaces require both compliance with formal rules and voluntary engagement in safety culture. The scale predicts injury rates, identifies high-risk workers or departments, and evaluates the effectiveness of safety interventions.

When to use it

The SCPS is broadly applicable across occupational sectors to: (1) measure baseline safety behavior in workers or departments as part of occupational safety assessment, (2) identify high-risk workers (consistently low compliance) for targeted training or supervision, (3) evaluate safety culture change over time (e.g., post-safety intervention, post-incident, leadership change), (4) assess effectiveness of safety training, hazard communication, or behavior change programs by measuring SCPS before and after, (5) benchmark safety behavior across departments or organizations to identify best practices, and (6) research on safety performance, near-miss reporting, and injury prevention. Particularly valuable in high-hazard industries (manufacturing, construction, mining, healthcare) where worker behavior significantly impacts injury risk.

Strengths & limitations

Strengths
  • Distinguishes compliance (mandatory) from participation (voluntary) safety behavior, revealing both rule adherence and safety culture engagement
  • Predicts occupational injury: longitudinal research shows higher SCPS scores, particularly participation, predict lower subsequent injury rates (r = -0.25 to -0.45 with injury outcomes)
  • Simple and brief: 6–12 items, straightforward language, quick self-administration; no special training or equipment
  • Applicable across sectors and occupations: no need for sector-specific versions; comparable across industries
  • Identifies intervention targets: low compliance suggests need for training or supervision; low participation suggests need for culture change or engagement efforts
Limitations
  • Self-report bias: workers may over-report compliance and participation to appear safety-conscious. Social desirability bias is particularly strong on safety scales; validation with objective observation or injury data is helpful.
  • Does not measure safety knowledge or ability: a worker may intend to comply but lack knowledge or capability. SCPS measures behavior/intention, not underlying competence.
  • Does not capture environmental barriers: a worker may score low on compliance due to unavailable safety equipment, conflicting job demands (production pressure vs. safety), or organizational failures, not personal non-compliance; context is necessary.
  • Limited temporal resolution: measures current or recent behavior; does not capture day-to-day fluctuations or situational variation in safety behavior (may be cautious on certain tasks but reckless on others)
  • Doesn't identify incident causes: low SCPS scores indicate behavior risk, but injuries are multifactorial (hazard exposure, equipment failure, management factors). SCPS is one component of occupational safety assessment.

Frequently asked

I scored high on Safety Compliance but low on Safety Participation. What does this mean?

You reliably follow safety rules (good)—that's the minimum expectation. However, you don't actively engage in safety beyond the minimum: you don't report hazards, attend safety meetings, or mentor peers on safety practices. This pattern is common in workers who are risk-averse but not passionate about safety. This is generally acceptable if your role doesn't require proactive safety engagement (e.g., you're not a safety representative or team leader). However, if you work on a team where safety participation is expected (hazard reporting, peer support), consider increasing engagement. In industries with serious hazards, participation matters: helping colleagues stay safe is a shared responsibility.

My department's Safety Participation score dropped significantly. What might this mean?

Declining participation often signals waning safety culture or increased pressure that discourages proactive engagement. Possible causes: (1) recent leadership change or restructuring that didn't prioritize safety, (2) production/performance pressure overriding safety values, (3) workers felt their hazard reports weren't addressed (lost trust in the system), (4) recent injury or incident that made workers fearful rather than engaged, (5) fatigue or burnout reducing discretionary effort. Investigate by asking workers: 'What would encourage you to engage more in safety?' Focus on recovery actions: clarify management commitment to safety, ensure reported hazards are addressed, reduce conflicting pressures, rebuild trust. Rising participation again signals cultural recovery.

I reported a hazard (safety participation) but nothing happened. Should I keep reporting?

Yes, you should keep reporting—that's your responsibility. However, your organization also has a responsibility to investigate and address reported hazards. If hazards are reported but never addressed, workers lose trust and participation declines (which is what SCPS measures). If you're experiencing this pattern: (1) ask your safety representative or supervisor what happened to your reports, (2) report serious hazards through multiple channels (direct manager, safety committee, occupational health), (3) if hazards go unaddressed despite repeated reporting, document and consider escalating to labor board or safety regulator. Your safety participation is important; organizations that ignore it are failing their duty to protect workers.

Is high SCPS score a guarantee I won't be injured?

No. SCPS measures behavior, which is one factor in injury prevention. Even careful, compliant workers can be injured if: (1) the hazard is severe or unexpected, (2) equipment fails, (3) environmental conditions change suddenly, (4) systemic factors (inadequate staffing, poor equipment maintenance) override individual behavior. SCPS is a protective factor—high scores reduce injury risk—but do not eliminate it. Occupational safety requires both individual behavior (SCPS) and organizational hazard control (engineering, administrative measures, equipment maintenance). If your workplace has high SCPS but high injury rates, the problem is likely occupational hazards that behavior alone cannot control; management must improve hazard controls.
