Pro-Environmental Behavior Scale
Also known as: PEBS, Sustainability Behavior Scale
The Pro-Environmental Behavior Scale (PEBS) measures the frequency and breadth of environmentally responsible actions that individuals perform in their daily lives, including recycling, energy conservation, water conservation, sustainable transportation, sustainable consumption, and environmental activism. Unlike attitude scales that measure beliefs or concerns, the PEBS captures actual or self-reported behaviors—providing a bridge between environmental intentions and demonstrable actions. The scale is essential for evaluating behavior-change interventions, tracking progress toward sustainability goals, and understanding which demographic and psychographic segments adopt environmentally responsible practices.

When to use it
Use the PEBS when evaluating outcomes of behavior-change interventions (sustainability education, incentive programs, social norm campaigns), tracking progress toward household or organizational sustainability targets, identifying which pro-environmental behaviors are most widely adopted vs. where behavior gaps exist, segmenting populations for targeted sustainability communications, and understanding differences in environmental action between demographic groups. Also valuable for longitudinal research tracking whether environmental concern and values translate into actual behavior shifts over time, and for examining whether barrier removal (e.g., curbside composting availability) increases behavior adoption.

- Directly measures behavior rather than intention or attitude; provides the most actionable data for evaluating intervention success and environmental impact
- Multidimensional coverage spanning household, consumption, mobility, and civic domains; captures comprehensive lifestyle alignment with environmental values
- Demonstrates sensitivity to structural and contextual factors—behavior frequency naturally increases when infrastructure improves (recycling program availability, public transit quality), making the scale useful for policy evaluation
- Moderate internal consistency (Cronbach's α = 0.65–0.80 depending on version) acceptable for group-level comparisons; subscale reliabilities often higher than total score
- Subscale structure enables identification of specific behavior gaps; can target interventions to domains with lowest adoption rates
- Reliant on self-report, which is vulnerable to social desirability bias; respondents often overestimate their actual environmental behavior, particularly when surveyed in environmentally conscious contexts
- Cannot distinguish between regular behaviors and one-time or occasional actions; frequency ratings (often/sometimes) may mask sporadic behaviors that provide minimal environmental benefit
- Environmental impact varies dramatically by behavior; recycling one item weekly has negligible climate impact compared to eliminating car commutes or changing diet, yet the PEBS may weight them equally
- Context dependency; scores reflect local infrastructure (curbside recycling, public transit availability) and climate more than individual motivation. A high-scoring individual in a car-dependent region may adopt fewer transportation behaviors than a low-scoring individual in a transit-rich city
- Temporal instability; behaviors often adopted temporarily following environmental messages or life changes, then abandoned—single-occasion PEBS assessment cannot distinguish intention from habit

Why do people with high environmental concern (ECS) sometimes have low PEBS scores?
The attitude-behavior gap is well-documented: concern motivates behavior initiation but does not guarantee maintenance. Structural barriers (cost, inconvenience, lack of social support, competing priorities) prevent behavior adoption. Additionally, concern fluctuates with media attention while behaviors require sustained habit change—short-lived concern spikes may not shift entrenched behaviors.
Should I count small behaviors (light-bulb switching) the same as major ones (car elimination)?
Ideally, no. If environmental impact is your outcome of interest, weight behaviors by carbon savings or environmental footprint. However, for measuring adoption breadth and habit integration, equal weighting is appropriate. Report both: total PEBS (breadth) and impact-weighted score (climate relevance) for complete assessment.
How much should I discount PEBS scores for social desirability bias?
Research suggests 20–40% of self-reported pro-environmental behavior is overstated. Validate with objective measures when feasible: utility data, observational audits, or administrative records (e.g., program participation rosters). Use anonymous administration and emphasize that honest responses are more useful than 'correct' answers to reduce bias.
Can PEBS predict long-term sustainability commitment?
PEBS predicts near-term behavior repetition (r = 0.45–0.65 over 3–6 months) better than long-term commitment. Many behaviors adopted in response to interventions are abandoned within 6–12 months. Use PEBS alongside measures of intrinsic motivation (autonomy, identity integration) and habit strength (frequency and context consistency) to predict durability of behavior change.
