Kösimulering av policy-scenarier tillämpar köteori och diskret händelsesimulering för att utvärdera två eller flera konkurrerande service- eller resursallokeringspolicyer under realistiska efterfråge- och kapacitetsförhållanden. Genom att hålla systemstrukturen konstant och endast variera policyreglerna kan analytiker direkt jämföra genomströmning, väntetider, utnyttjandegrad och rättviseutfall innan de implementeras i verkligheten.
