Social Shaping of Technology

The Social Shaping of Technology (SST) is the umbrella tradition in the sociology of technology that rejects technological determinism and argues that the content and trajectory of technical artefacts are themselves outcomes of social, economic, organisational, and political choices. Rather than treating technology as an autonomous force whose effects society must merely absorb, SST analysis opens the 'black box' of design and shows that at every stage—conception, development, standardisation, and use—things could have been, and were, decided otherwise.

When to use it
Use SST analysis when you want to explain why a technology has the particular form, standards, or capabilities it does, and to resist accounts that present that form as the inevitable product of technical or economic necessity. It suits historical and contemporary case studies where archival records, design documents, and interviews let you reconstruct the choices and controversies behind an artefact, and it is especially powerful for policy debates that assume 'there is no alternative.' SST assumes technologies have interpretive flexibility and that social factors penetrate technical content itself. It is less appropriate when you need quantitative generalisation across many cases, when the relevant choices are inaccessible to evidence, or when you require a predictive model of which design will win.

How does SST relate to the Social Construction of Technology (SCOT)?
SST is the broad umbrella tradition and SCOT is one strand within it. SST is the general anti-determinist claim that social, economic, and political factors shape technical content; under that umbrella sit the Hughesian systems approach, actor-network theory, political-economy accounts, and Pinch and Bijker's SCOT. SCOT is a specific, more formalised programme built around relevant social groups, interpretive flexibility, and closure mechanisms. All SCOT is SST, but SST is wider than SCOT.
Does SST claim that technology has no real constraints?
No. The mainstream of SST is careful to avoid an 'inverse determinism' in which everything is social. Technologies have obduracy: materials, physical laws, and existing infrastructures genuinely limit what can be designed. SST's claim is that within those limits there is almost always a range of viable alternatives, and which one is realised is settled socially. The interesting analytic work lies in the interplay between material constraint and social choice, not in denying either.
Is SST a theory or a methodology?
It is best understood as a research orientation or tradition rather than a single theory or fixed procedure. It supplies a guiding hypothesis (technical content is socially shaped) and a set of sensitising concepts (interpretive flexibility, choice, negotiation, relevant factors), which researchers then operationalise through historical case studies, document analysis, interviews, and ethnography depending on the case.
