Social Construction of Technology

The Social Construction of Technology (SCOT) is a constructivist framework holding that technological artefacts are shaped by the interpretations and negotiations of relevant social groups rather than by technical logic alone. Introduced by Trevor Pinch and Wiebe Bijker in 1984, it shows that an artefact has 'interpretive flexibility'—different groups see different problems and solutions in it—until a process of closure stabilises one design as the obvious one.

When to use it
Use SCOT when you want to explain why a technology took the form it did by reconstructing the social groups, meanings, and conflicts behind its design, and to denaturalise the apparent inevitability of a 'winning' artefact. It suits rich historical or ethnographic cases where competing designs and group interpretations can be documented. SCOT assumes that relevant social groups and their interpretations are the primary engine of design and that closure can be traced. It is weaker at explaining the role of non-human actors and material constraints (a critique that motivated ANT), at addressing groups excluded from the debate, and at accounting for wider structural forces beyond the immediate groups.

What is interpretive flexibility?
Interpretive flexibility is the claim that a technological artefact does not have a single, objectively given meaning or 'best' form; different relevant social groups interpret what the artefact is and what counts as it working in different, sometimes incompatible ways. This flexibility exists especially early in development and shrinks as closure occurs.
How does closure happen in SCOT?
Closure occurs when interpretive flexibility diminishes and one meaning of the artefact becomes dominant. Pinch and Bijker describe two mechanisms: rhetorical closure, where a problem is simply declared solved (e.g., advertising the bicycle as 'safe'), and closure by redefinition, where the problem is reframed so the existing design now counts as the solution. Closure can later reopen if new controversies arise.
Is SCOT the same as the social shaping of technology?
SCOT is one strand within the broader social shaping of technology (SST) tradition. SST is an umbrella for approaches—including SCOT, the systems approach, and political-economy accounts—that reject technological determinism and study how social factors shape technical change. SCOT is the specific constructivist programme built around relevant social groups, interpretive flexibility, and closure.
