Multi-Level Perspective on Transitions

The Multi-Level Perspective (MLP) is a middle-range framework for analysing how large sociotechnical systems—energy, mobility, food, water—shift from one dominant configuration to another. It locates change in the interplay of three analytic levels: protected niches where radical novelties incubate, the incumbent sociotechnical regime that structures ordinary practice, and a slow-moving exogenous landscape. Transitions occur when landscape pressures destabilise the regime and open windows of opportunity for maturing niche innovations to break through.

When to use it
Use the MLP when you want to explain long-term, structural change in a whole sociotechnical system and you have rich longitudinal evidence spanning several decades. It suits historical case studies of transitions (or failed transitions) in mobility, energy, agriculture, water, and similar domains, and comparative work that contrasts pathways. The framework assumes that change emerges from the interaction of nested levels rather than from any single driver, and that qualitative process tracing can reconstruct that interaction. It is less appropriate for short-term forecasting, for analysing single firms or technologies in isolation, or where the analyst needs a quantitative causal model rather than an interpretive process narrative.

What exactly are the three levels in the MLP?
They are nested analytic levels, not physical layers. The niche is a protected space where radical innovations incubate away from mainstream selection. The sociotechnical regime is the dominant, semi-coherent set of rules, technologies, practices, and institutions that structures an established system and is locked in. The landscape is the slow-changing exogenous macro-context—deep trends and occasional shocks—that actors at the other levels cannot directly control. Transitions arise from the interaction across these three.
What are the main transition pathways?
Geels and Schot (2007) distinguish four ideal-typical pathways. Transformation: moderate landscape pressure leads incumbents to gradually adjust the regime without fully developed niches. Reconfiguration: niche innovations are adopted by the regime and trigger further architectural change. Technological substitution: strong landscape pressure plus mature niche technologies lets newcomers replace incumbents. De-alignment and re-alignment: major landscape shocks erode the regime before any niche is ready, producing a period of competing alternatives before a new regime stabilises.
How does the MLP differ from Strategic Niche Management and Transition Management?
The MLP is primarily an analytic and explanatory framework for understanding how transitions unfold. Strategic Niche Management zooms into the niche level and the internal processes by which protected experiments grow. Transition Management is a prescriptive governance approach that uses transition insights to deliberately steer change through arenas, agendas, and experiments. They share intellectual roots and are often used together, with the MLP supplying the broad diagnostic map.
