Responsible Research and Innovation (RRI) assessment is an approach to governing science and innovation that asks not only whether a technology works but whether it is desirable, and seeks to align research and innovation with the values, needs, and expectations of society. The influential Stilgoe-Owen-Macnaghten framework operationalises this through four dimensions—anticipation, reflexivity, inclusion, and responsiveness (AIRR)—that are built into the innovation process so that direction and purpose, not just risk and product, become objects of deliberate care.

When to use it

Use RRI assessment when the direction and societal acceptability of an emerging technology—not merely its technical performance or downstream risk—are at stake, and when there is genuine scope to shape how the innovation develops. It suits publicly funded research, emerging and potentially controversial technologies, and innovation systems seeking to build legitimacy and public trust. RRI assumes that innovation has a direction that can and should be deliberately steered, that diverse publics have a legitimate role in that steering, and that institutions are willing to act on what deliberation reveals. It is less applicable where direction is already fixed and irreversible, where there is no institutional willingness to respond, or where 'responsibility' risks becoming a procedural label with no real influence on practice.

What do the four AIRR dimensions stand for?

AIRR denotes Anticipation, Reflexivity, Inclusion, and Responsiveness. Anticipation means systematically exploring an innovation's possible futures and impacts in advance; reflexivity means researchers and institutions critically examining their own assumptions, values, and the limits of their knowledge; inclusion means opening framing and decisions to diverse publics and stakeholders; and responsiveness means the capacity and willingness to change the innovation's direction in light of the first three. Responsiveness is the integrative dimension that gives the others practical force.

How does RRI differ from traditional research ethics or risk assessment?

Traditional ethics review and risk assessment typically focus on protecting subjects, ensuring compliance, and managing the downstream hazards of a more-or-less fixed product. RRI is broader and more upstream: it questions the purposes and direction of innovation ('should we, and toward what ends?'), engages publics in that framing, and seeks to steer the innovation while it is still malleable. It is continuous and integrated rather than a discrete checkpoint, and treats the trajectory of innovation, not just its safety, as the object of responsibility.

How is RRI related to technology assessment approaches like CTA and pTA?

RRI shares much DNA with constructive technology assessment (CTA) and participatory technology assessment (pTA): all aim to bring societal considerations into the development of technology early, while it can still be shaped, and all value broad participation. RRI can be seen as a later, policy-level synthesis and generalisation of these traditions, offering the AIRR framework as a way to embed their insights—anticipation, deliberation, and responsiveness—across an entire research and innovation system rather than within a single assessment exercise.
