Horizon scanning is the systematic examination of information to detect early signs of potentially important developments—weak signals, emerging issues, and wild cards—before they become obvious or fully formed. By surveying a wide range of sources at the edge of current attention, it gives decision-makers advance warning of opportunities and threats and supplies the raw material for foresight, scenario building, and anticipatory policy.

Use horizon scanning when an organisation needs early warning of developments that could matter but are not yet on its radar, and wants a structured way to look beyond current preoccupations. It is most valuable as a front-end to foresight, strategy, and risk management—feeding scenarios, Delphi exercises, and roadmaps with fresh emerging issues. Scanning assumes that weak signals exist and can be detected if one searches widely and systematically, and that the value lies in continuous monitoring rather than a single exercise. It is less suited when the question is narrow and well-defined, when deep quantitative forecasting of a known variable is needed, or when there is no capacity to act on or even absorb a stream of emerging issues.

A trend is an established, already-visible direction of change that can be tracked and extrapolated. A weak signal is an early, fragmentary, often ambiguous indicator of a possible new development that is not yet on the agenda and whose significance is uncertain. Horizon scanning deliberately targets weak signals—and rare high-impact 'wild cards'—because by the time something is a clear trend it usually offers little advance warning.
How does horizon scanning relate to foresight and scenarios?
Horizon scanning is typically the front end of a wider foresight process. It supplies the emerging issues and signals that feed scenario building, Delphi surveys, and roadmapping; scanning detects what might be coming, while scenarios explore how those signals could combine into alternative futures. Combining diverse human expertise with text-mining and clustering tools helps, but human judgement remains essential to separate meaningful early indicators from the background churn of information.
