Anticipatory governance is a framework for steering emerging technologies—nanotechnology, synthetic biology, AI—while their trajectories are still open, rather than waiting to react to harms after they have hardened. Developed by David Guston and colleagues at the Center for Nanotechnology in Society at Arizona State University, it defines anticipatory governance as a broad societal capacity, distributed across the research enterprise and the public, built from three intertwined components: foresight, public engagement, and integration. The aim is not to predict the future but to build the reflexive capacity to imagine plausible futures and act on them wisely in the present.

Use anticipatory governance analysis when studying or designing the governance of an emerging technology whose social and ethical implications are still unsettled and whose trajectory might still be steered—nanotechnology, synthetic biology, geoengineering, AI, neurotechnology. It suits work that wants to move 'upstream' of established impacts, to combine futures, deliberation, and lab-level reflexivity, and to evaluate institutional capacity rather than predict outcomes. It assumes that futures can be productively imagined and acted upon and that meaningful reflexivity and engagement are achievable. It is less appropriate for mature, locked-in technologies, for purely predictive forecasting tasks, or where institutions are unwilling to act on anticipatory knowledge.

How is anticipation different from prediction or forecasting?

Prediction tries to state what the future will be; anticipation, in this framework, is the cultivated capacity to imagine and reflect on multiple plausible futures and to act on them wisely now. Guston stresses that emerging technologies are precisely those whose futures cannot be reliably forecast, so the goal is not accuracy but building reflexive, distributed capacity for guided action. Foresight scenarios are tools for opening up the value choices in different trajectories, not bets on a single outcome.

What are the three components of anticipatory governance?

Foresight (the organised capacity to explore plausible alternative futures), engagement (upstream, two-way public deliberation that brings lay perspectives into the shaping of technology early), and integration (embedding reflexive social and humanistic inquiry within research and engineering practice itself). RRI's widely used dimensions—anticipation, reflexivity, inclusion, and responsiveness (and Stilgoe, Owen, and Macnaghten's AREA framing)—clearly echo anticipatory governance's foresight, integration, and engagement, with RRI adding a stronger normative and policy-mandate emphasis on responsiveness and institutional embedding.
