The scenario method constructs a small set of internally consistent, plausible stories about how the future might unfold, built from the key driving forces and critical uncertainties facing a decision. Rather than forecasting one expected future, it deliberately develops several contrasting futures so that strategies can be tested against a range of possibilities and decision-makers can rehearse responses to what might otherwise be surprises.

When to use it

Use the scenario method when key uncertainties are too large or irreducible for point forecasting, when a strategy must be robust across several possible futures, and when broadening stakeholders' thinking and challenging their assumptions is itself a goal. It is well suited to long horizons, contested or turbulent environments, and foresight exercises that need a structured way to explore alternatives. The method assumes that the future is genuinely open, that a handful of critical uncertainties can frame a useful range of futures, and that qualitative, narrative reasoning adds value alongside quantitative analysis. It is less appropriate when uncertainty is low and a single reliable forecast suffices, when decisions are short-term and operational, or when there is no appetite to confront uncomfortable alternative futures.

How many scenarios should a study produce?

Most practitioners build three to four scenarios. Two often collapse into a simplistic best-case/worst-case framing, while more than five become unwieldy and hard for stakeholders to hold in mind. The common two-by-two matrix—built from the two most important critical uncertainties—naturally yields four contrasting futures, which is widely regarded as a practical and cognitively manageable number.

Are scenarios assigned probabilities?

In the dominant intuitive-logics tradition, scenarios are deliberately not assigned probabilities; each is treated as plausible and equally worth considering, precisely to avoid anchoring on a 'most likely' future and dismissing the others. Some schools, notably the French 'la prospective' and certain quantitative variants, do attach probabilities or use cross-impact analysis, but doing so risks the false precision the method is meant to avoid.

How does the scenario method fit within foresight?

Scenario building is one of the most widely used techniques inside broader technology-foresight exercises. Horizon scanning supplies the emerging issues and driving forces; scenarios then weave selected uncertainties into coherent alternative futures; and the resulting worlds inform priority-setting, roadmaps, and policy. Scenarios are often combined with Delphi surveys to elicit and validate the driving forces and with roadmapping to translate a preferred future into action.
