Scenario planning is a strategic-foresight method that develops a small set of plausible, internally consistent and divergent stories about how the future might unfold, in order to test policies and strategies against deep uncertainty. Rooted in the work of Pierre Wack at Royal Dutch/Shell and popularised by Peter Schwartz's The Art of the Long View, it does not try to predict the future but to expand decision-makers' thinking about it. By exploring several qualitatively different futures, policymakers can craft strategies that are robust across a range of possibilities rather than optimised for a single forecast that may not arrive.

When to use it

Use scenario planning for long-horizon, high-uncertainty policy and strategy questions where forecasting is unreliable and decisions must be robust to very different futures — energy, climate, technology, security and demographic policy are classic domains. It suits situations needing to challenge entrenched assumptions and broaden strategic conversation. It assumes the relevant uncertainties can be articulated and that decision-makers will engage seriously with multiple futures. It is less suited to short-term, well-bounded problems with reliable forecasts, to decisions needing a single quantified estimate, or where the organisation will not act on uncomfortable scenarios. It complements quantitative simulation and backcasting, and feeds naturally into options appraisal.

Does scenario planning predict the future?

No, and that is the point. Scenario planning explicitly rejects single-point prediction in favour of exploring several plausible, divergent futures. Its value lies in stretching decision-makers' assumptions and producing strategies that are robust across many possible worlds, together with indicators that help recognise which world is emerging. Judging scenarios by whether one of them 'came true' misunderstands the method; they are tools for better thinking and more resilient decisions, not forecasts.

How many scenarios should be developed, and why not more?

Most practitioners build two to four scenarios. Too few cannot capture the meaningful range of futures; too many overwhelm participants and dilute the depth of each story, so none is developed richly enough to shift thinking. A common approach uses two critical uncertainties as axes to generate four contrasting quadrants. The discipline is to keep the set small enough to explore each future in depth while divergent enough to span the genuinely important uncertainties relevant to the decision.

How does scenario planning differ from backcasting?

Scenario planning is largely exploratory: it asks 'what futures could plausibly unfold?' and builds several to test strategy against. Backcasting is normative: it starts from a single desired future and works backward to identify the steps needed to reach it. Scenario planning is well suited to coping with uncertainty you cannot control, while backcasting suits goal-driven transformation, such as reaching net-zero emissions. The two are complementary foresight tools, and some processes use exploratory scenarios to frame uncertainties before backcasting toward a chosen target.
