Backcasting is a normative futures method that starts from a desirable future end-state and works backward to determine the policies, actions and milestones needed to reach it from the present. Coined and developed by John Robinson, who set out its logic in his 1990 article 'Futures under glass', it deliberately contrasts with forecasting: rather than asking what future is likely given current trends, backcasting asks what future we want and how we could get there. It is especially suited to long-term, transformative challenges such as sustainability and decarbonisation, where prevailing trends point away from where society needs to go.

When to use it

Use backcasting for long-term, complex problems that demand major transformation and where dominant trends run counter to societal goals — sustainability transitions, climate and energy strategy, and other normative, goal-driven planning. It suits situations where a clear desirable end-state can be articulated and where the aim is to shape rather than merely anticipate the future. It assumes broad agreement, or at least a defensible choice, about what future is desirable, which is itself contested. It is less suited to value-neutral exploration of uncertainty, to short-term operational decisions, or where no consensus on goals is achievable. It complements exploratory scenario planning, which can map the uncertainties a backcasting pathway must navigate.

How does backcasting differ from forecasting?

Forecasting projects current trends forward to estimate the most likely future. Backcasting reverses the direction and the question: it starts from a desired future end-state and works backward to identify the steps needed to reach it, regardless of whether current trends point that way. Forecasting is descriptive and predictive; backcasting is normative and goal-driven. The distinction matters most for transformative problems, where the likely future (forecast) is exactly the outcome the desired future (backcast) is meant to avoid.

How does backcasting relate to scenario planning?

Both are foresight methods, but they answer different questions. Scenario planning is typically exploratory, building several plausible futures to test strategy under uncertainty. Backcasting is normative, focusing on one desired future and the pathway to it. They are complementary: exploratory scenarios can reveal the uncertainties and obstacles a backcasting pathway must contend with, while backcasting adds goal-directed direction that exploratory scenarios alone do not provide. Many sustainability foresight processes combine the two.

Isn't choosing the 'desirable' future the hardest and most contested part?

Yes. Because backcasting is explicitly normative, the choice of end-state embeds values about what kind of future is desirable, and in pluralistic settings that choice is contested. Good practice treats goal-setting as a deliberative, participatory step rather than a technical given, sometimes backcasting from several alternative visions to expose the trade-offs. Ignoring this and presenting one vision as self-evidently desirable is a common pitfall that can make the resulting roadmap appear technocratic and undemocratic.
