Policy Delphi

The policy Delphi is a structured, iterative technique for eliciting and organising informed opinion on contested policy issues. Unlike the classical Delphi, which seeks consensus on a forecast, the policy Delphi is explicitly designed to generate the strongest possible opposing positions on a policy question and to expose the full range of options, supporting arguments and disagreements among a panel of knowledgeable stakeholders. Introduced by Murray Turoff in 1970, it conducts several anonymous rounds in which participants rate policy statements on dimensions such as desirability and feasibility, see aggregated feedback and the reasoning behind divergent views, and revise their positions — surfacing structured intelligence for decision-makers rather than a forced agreement.

When to use it
Use a policy Delphi when a policy issue is complex, value-laden and contested, when relevant expertise and stakeholder views are dispersed, and when the goal is to clarify and structure the debate rather than force agreement. It suits the early, option-generating and option-assessing stages of policy development, where decision-makers need to understand the range of legitimate positions and the strongest arguments on each side. It is less suitable when a quantitative forecast or a genuine consensus is required (a classical or numeric Delphi fits better), when the issue is technically settled, or when face-to-face deliberation and negotiation are essential to the decision. It is also weak as a substitute for empirical evidence on effects.

How does the policy Delphi differ from the classical Delphi?
The classical Delphi aims to converge a panel toward consensus on a forecast or estimate through iterative anonymous rounds. The policy Delphi keeps the anonymity, iteration and controlled feedback but reverses the goal: it deliberately seeks to generate and sharpen opposing arguments and to display the full spread of positions on a contested policy. Consensus is not the objective and is often not even desirable; the value lies in a structured, balanced map of the debate for decision-makers.
What rating scales does a policy Delphi use?
Rather than a single agreement scale, the policy Delphi typically rates each statement on several policy-relevant dimensions, most commonly desirability and feasibility, often supplemented by importance and by the respondent's confidence or validity judgment. Rating desirability and feasibility separately is characteristic: it distinguishes options people would like from options that could actually be implemented, which is exactly the tension policymakers must resolve.
How many participants and rounds does a policy Delphi need?
There is no fixed rule, but panels typically range from around ten to fifty informed participants chosen for the diversity of viewpoints rather than statistical representativeness, and exercises usually run two to four rounds. Enough rounds are needed for participants to react to feedback and for positions to stabilise, but too many cause fatigue and attrition. The emphasis is on covering the relevant range of legitimate positions rather than on a large or representative sample.
