يقوم تطوير المقاييس متعددة المجموعات ببناء مقياس قياس والتحقق من صحته في وقت واحد عبر مجموعتين أو أكثر من السكان أو المجموعات المتميزة. يدمج هذا النهج إجراءات توليد البنود القياسية والتحليل العاملي مع تسلسل هرمي منهجي لاختبارات ثبات القياس لضمان أن المقياس الناتج يقيس نفس المفهوم بنفس الطريقة في كل مجموعة مستهدفة.
