Visitor Experience and Resource Protection

Visitor Experience and Resource Protection (VERP) is the U.S. National Park Service's framework for addressing carrying capacity by managing the conditions of both park resources and visitor experiences rather than counting visitors. Set out in the 1997 NPS handbook, VERP reflects the same insight that drove the Limits of Acceptable Change system: there is no single defensible number of visitors a park can hold, so management should instead define the conditions it wishes to maintain and act to keep them within acceptable limits. VERP proceeds by grounding the plan in the park's purpose and significance, dividing the park into management zones with prescribed desired conditions, selecting measurable indicators of quality for resources and experiences, setting standards for those indicators in each zone, monitoring conditions, and managing visitor use whenever a standard is violated. It is the park-planning counterpart to LAC and is woven into the general-management-planning process.

When to use it
Use VERP when managing visitor use in a national park or comparable protected area where the legal mandate is to protect resources while providing for enjoyment, and where the carrying-capacity question must be answered in a defensible, condition-based way. It fits parks that can be meaningfully zoned by desired conditions, that can define and monitor indicators of resource and experiential quality, and that need the carrying-capacity analysis embedded in their general-management planning. VERP is most appropriate where managers can commit to sustained monitoring and to acting on exceeded standards, and where public and interagency involvement can legitimize the standards. It is less suited to settings without the capacity to monitor, to single undifferentiated sites that cannot be zoned, or to situations where a fixed numerical cap is legally required regardless of conditions.

How does VERP differ from older carrying-capacity approaches?
Older approaches sought a single number of visitors a park could hold. VERP, following the Limits of Acceptable Change tradition, holds that no such number is defensible because impact depends on where and how people visit and on the conditions a park wants to maintain. Instead VERP defines desired conditions by zone, expresses them as indicators and standards of quality, monitors them, and manages visitor use when a standard is violated. The carrying-capacity question is thereby answered as 'what conditions are acceptable and how do we keep them' rather than 'how many people,' which is both more honest and more legally defensible.
What is the difference between VERP and LAC?
VERP and LAC share the same core logic of zones, indicators, standards, monitoring, and management action, but they come from different agencies and contexts. LAC was developed by the USDA Forest Service in 1985 for wilderness planning, while VERP was developed by the National Park Service in 1997 to address carrying capacity within national park general-management planning. VERP places particular emphasis on grounding zoning in park purpose and significance and on managing visitor use specifically, but it is best understood as the park-planning adaptation of the condition-and-standard machinery that LAC pioneered, which is why the two are often described together.
What kinds of indicators and standards does VERP use?
VERP uses indicators of quality that fall into two broad kinds: resource indicators, such as soil loss, vegetation trampling, or other measurable signs of ecological impact, and experiential or social indicators, such as the number of encounters at a destination or the degree of crowding. For each indicator in each zone the park sets a standard of quality, the minimum acceptable condition, for instance a maximum number of encounters per hour at a popular overlook. A condition counts as acceptable only while the indicator stays on the acceptable side of its standard, and the standards themselves reflect management and public value judgments informed by research.
