Limits of Acceptable Change

The Limits of Acceptable Change (LAC) framework is a planning system for managing recreation and wilderness areas that shifts the central question from 'how much use is too much?' to 'how much change in conditions is acceptable, and where?' Developed by George Stankey and colleagues for the USDA Forest Service in 1985, LAC accepts that any human use produces some change and that managers must therefore define, in advance, the conditions they are willing to tolerate. The framework proceeds through a structured sequence: partition the area into opportunity classes, choose measurable indicators of resource and social conditions, set explicit standards for each indicator by class, monitor those indicators over time, and trigger management actions whenever a standard is exceeded. By anchoring decisions to desired conditions rather than to a single carrying-capacity number, LAC turns visitor management into a transparent, defensible, and monitorable process.

When to use it
Use LAC when managing a recreation or protected area in which some level of human-caused change is inevitable and the real management question is what conditions to maintain rather than simply how many visitors to admit. It is well suited to wilderness, parks, and backcountry settings where a diversity of experiences across zones is desired, where stakeholders disagree about acceptable conditions and a transparent, defensible process is needed, and where managers can commit to ongoing monitoring. LAC is less appropriate where there is no capacity or budget to monitor indicators over time, where the relevant impacts cannot be captured by a small set of measurable proxies, or where a strictly numerical use cap is mandated for legal reasons. Because the standards encode value judgments, LAC works best when meaningful public and interagency involvement can be built into setting them.

How is LAC different from carrying capacity?
Carrying capacity asks how many visitors a place can absorb and seeks a single number. LAC argues that no such number exists in any defensible way, because impact depends far more on the kind of use and the conditions one wishes to maintain than on raw headcount. Instead LAC asks what conditions are acceptable, expresses them as measurable indicators and standards by opportunity class, monitors them, and acts when a standard is exceeded. The shift is from limiting people to maintaining conditions, which is both more honest about what drives impact and more defensible because the value judgments are made explicit up front.
What makes a good LAC indicator?
Stankey and colleagues argue that a good indicator is measurable in a reliable and affordable way, sensitive to the use it is meant to track, and clearly meaningful to the resource or social value that defines an opportunity class. Because conditions cannot be measured in their entirety, the art is to choose a small set of proxies, such as campsite bare ground for resource impact or encounters per day for solitude, that together capture what managers most care about. Poorly chosen indicators, easy to measure but weakly tied to the desired experience, undermine the whole system, since every standard and every monitoring result rests on them.
What happens when a standard is exceeded?
Exceeding a standard is the trigger that obliges a management response. LAC asks managers to assemble, in advance, a range of possible actions and to apply those least restrictive of the desired experience that will still bring the indicator back within its standard, escalating only if lighter measures fail. The action is then evaluated through continued monitoring, so the system operates as an adaptive cycle of measuring, acting, and re-measuring. This pre-considered, escalating response is what keeps management proportionate and prevents both inaction and overreaction.
