Competitive balance indices quantify how evenly matched the teams in a sports league are — the parity that the 'uncertainty of outcome' hypothesis says fans value and that economists treat as central to a league's product. The workhorse measure is the Noll-Scully ratio, which compares the actual standard deviation of teams' win percentages to the standard deviation that would arise in an idealized league where every team had equal playing strength, so that a value near one signals balance and large values signal dominance by a few clubs. Brad Humphreys's 2002 paper showed the limits of single-season dispersion measures and proposed the Competitive Balance Ratio to capture how standings change over time, while Owen, Ryan, and Weatherston's 2007 work adapted the Herfindahl-Hirschman index of concentration to wins, correcting it for the number of teams. Together these give a toolkit of dispersion and concentration indices for measuring league parity.

When to use it
Use competitive balance indices when you need to quantify and compare how evenly matched a league's teams are — to test the uncertainty-of-outcome hypothesis, to evaluate parity policies such as salary caps or revenue sharing, or to compare competitiveness across leagues, divisions, sexes, or historical eras. The dispersion-based Noll-Scully ratio is appropriate when you have full-season win records and want a schedule-length-adjusted measure; the HHI when you want a concentration view comparable across league sizes; the Competitive Balance Ratio when persistence of standings over time is the question. The indices are less informative for very short or unbalanced schedules, for knockout competitions without round-robin win percentages, or when the substantive question is about within-match closeness rather than season-long parity.

What does a Noll-Scully ratio of, say, 2 actually mean?
It means the observed spread of teams' win percentages is twice as large as the spread you would expect if every team were equally strong and results were determined by chance over the same schedule. A ratio of one is the idealized, perfectly balanced benchmark; values above one indicate that some teams are systematically better than others, with larger values indicating greater imbalance. Because the denominator adjusts for the number of games, the ratio is comparable across leagues that play schedules of different length.
Why use the Herfindahl-Hirschman index for a sports league?
The HHI, borrowed from industrial economics where it measures market concentration, treats each team's share of total wins like a firm's market share and sums the squared shares. It captures whether wins are spread evenly or concentrated among a few dominant clubs — a concentration perspective on balance distinct from win-percentage dispersion. Owen, Ryan, and Weatherston show that because the raw HHI's range depends on the number of teams, it should be normalized before leagues of different sizes are compared.
Why isn't a single-season balance measure enough?
Because a league can look balanced within each season yet be dominated by the same team every year, or look imbalanced in a given season yet rotate its champions over time. Single-season dispersion captures only the snapshot, not the dynamics. Humphreys's Competitive Balance Ratio adds the time dimension by comparing within-team variation across seasons to overall variation, distinguishing leagues where standings reshuffle from those with an entrenched hierarchy — a distinction fans and policymakers care about.
