Elite Cue Experiment

An elite cue experiment isolates the persuasive power of source endorsements by holding a policy message constant and randomly varying who is said to support it. Grounded in John Zaller's receive-accept-sample model of mass opinion, which holds that citizens take cues from trusted political elites rather than reasoning from first principles, the design reveals how much opinion moves simply because a party or leader takes a side. Stephen Nicholson's work on polarizing cues shows that in-party endorsements can persuade while out-party endorsements provoke backlash, making the cue, not the argument, the engine of opinion change.

When to use it
Use an elite cue experiment when you want to estimate the causal effect of source endorsements on policy opinion and to test theories of cue-taking, partisan persuasion, and polarization. It is ideal for questions about how much opinion is driven by who speaks rather than what is said, and for probing heterogeneity by political awareness or partisanship. It is less appropriate when the substantive argument, not the source, is the object of interest (use a framing experiment), when realistic cues cannot be constructed without deception concerns, or when the policy is so familiar that respondents already hold crystallized, cue-insensitive opinions.

How does an elite cue experiment differ from a framing experiment?
A framing experiment varies how an issue is described or which considerations are emphasized, holding the source constant, to study the effect of message content. An elite cue experiment does the opposite: it holds the content constant and varies who endorses it, to isolate the effect of the source. The two can be combined, but their estimands differ, framing measures the power of arguments while cue experiments measure the power of trusted or distrusted messengers.
Why do out-party cues sometimes backfire?
Citizens use party cues not only to find positions to adopt but to identify positions to avoid. When a distrusted out-party endorses a policy, partisans may infer it is against their interests and move to oppose it, a backlash effect Nicholson documents in his work on polarizing cues. This means endorsements can polarize as well as persuade, and a well-designed experiment includes out-party arms to capture both directions of influence.
Who is most influenced by elite cues?
Zaller's receive-accept-sample model predicts that the most politically aware citizens are often the most responsive to cues from their own side, because they are likely to receive elite messages and to recognize which cues align with their predispositions, while the least aware may miss the cue entirely. Experiments therefore test awareness moderation rather than assuming a uniform effect, and frequently find that cue effects are concentrated among attentive partisans.
