Migration Effectiveness Index
Also known as: Migration Efficiency Index, Aggregate Net Migration Rate, ANMR, MEI
The migration effectiveness index measures how efficiently the gross churning of people between regions actually redistributes population, by expressing net migration as a share of total migration turnover. Two regions can each exchange enormous numbers of migrants and yet end up with almost unchanged populations, because the inflows and outflows nearly cancel; the same net change could instead arise from a small, lopsided, highly directed flow. The effectiveness index distinguishes these cases: it runs from near zero, where gross flows are balanced and population is barely redistributed, toward one hundred, where migration is so one-directional that almost every move contributes to net change. Martin Bell and colleagues codified this measure in their influential 2002 framework for cross-national comparison of internal migration, alongside companion indices of overall migration intensity and the aggregate net migration rate, which combines intensity and effectiveness into a single summary of how much migration reshapes the settlement pattern. Together these indices form a standard toolkit for describing and comparing migration systems across countries and over time.

When to use it
Use the migration effectiveness index and aggregate net migration rate when you have interregional flow data and want to characterize and compare how migration systems redistribute population, rather than just count moves. They are designed for cross-national and cross-temporal comparison of internal migration, for distinguishing high-turnover-but-balanced systems from low-turnover-but-directed ones, and for decomposing changes in population redistribution into intensity and efficiency components. They are equally useful at sub-national scales and for international corridors when consistent gross flows are available. They are less appropriate when only net migration is observed (effectiveness needs gross flows), when the flow data are not comparable across the units being contrasted, or when the spatial system is open and large boundary flows make the net balances fail to sum to zero; comparisons are also sensitive to the number and size of regions, so like-for-like spatial frameworks are required.

What is the difference between migration effectiveness and migration intensity?
Intensity measures how much migration occurs — the volume of interregional moves relative to the population at risk — regardless of direction. Effectiveness measures how directed that migration is — what share of the gross turnover ends up as net redistribution. A country can have high intensity but low effectiveness if its large flows largely cancel out, or low intensity but high effectiveness if its few moves are strongly one-way. The aggregate net migration rate combines the two, equal to one half of intensity times effectiveness, so that overall redistribution can be attributed to volume, direction, or both.
Why does the effectiveness index need gross flows rather than net migration?
Because effectiveness is precisely the ratio of net change to gross movement, you cannot compute it from net balances alone. Two systems with identical net migration can have completely different effectiveness depending on how much gross churning produced that net result. The numerator uses the absolute net balances, but the denominator requires the total in- and out-migration — the gross flows — that the index compares the net result against. Without observed gross flows, only net migration rates can be computed, and the efficiency of redistribution remains unknown.
How sensitive are these indices to the choice of regions?
Quite sensitive, because they depend on which moves count as interregional. Splitting a country into many small regions captures shorter moves and generally raises measured intensity, while coarse regions count only long-distance moves; effectiveness can shift too as the balance of flows changes with scale. This modifiable areal unit problem means the indices are only comparable across systems built on similar numbers and sizes of regions. Comparative projects therefore go to great lengths to harmonize spatial frameworks and migration intervals before contrasting countries.
