Net Migration Rate

The net migration rate expresses the net effect of migration on a population's size as a rate: net migration — in-migrants minus out-migrants over a period — divided by the population at risk, conventionally stated per 1000 people. It is the migration counterpart to the rate of natural increase and a standard component of population accounting. Because directional migration flows are often poorly recorded, net migration is frequently not counted directly but estimated as a residual from the demographic balancing equation or by comparing surviving cohorts across two censuses.

When to use it

Use the net migration rate to summarize and compare the demographic impact of migration across areas or over time, and as the migration component in population accounting and projection. The residual and survival-ratio estimation methods are appropriate when directional migration data are unavailable. Assumptions: consistent population definitions and boundaries, accurate counts and vital statistics (for the residual method), and appropriate survival ratios (for the survival method). Do NOT interpret the net migration rate as a probability or risk of migrating — it is not a proper rate with a well-defined population at risk for either flow, and it can mask large offsetting gross flows; and do NOT trust residual estimates when the underlying censuses or vital registration are of poor quality, since errors are wholly absorbed into the migration figure.

Why is net migration not a true demographic rate?

A proper rate divides events by a clearly defined population at risk of experiencing them. Net migration is the difference between two separate flows (in and out), each with its own at-risk population, so dividing the net by a single population does not yield a genuine risk or probability. The net migration rate is therefore a useful descriptive ratio rather than a rate in the strict demographic sense.

What is the survival-ratio method for net migration?

It estimates net migration by age by projecting each cohort from one census to the next using expected survival ratios, then attributing the difference between the projected and the actually counted cohort to net migration. It produces age-specific net migration without requiring migration to be recorded directly, which is why it is favored for subnational estimation.

Can the net migration rate be negative?

Yes. A negative net migration rate means more people left the area than entered it over the period, so migration reduced the population. Positive rates indicate net in-migration. The sign and magnitude together summarize whether and how strongly migration is adding to or subtracting from the population relative to its size.
