תקצירAccountability mechanism analysis provides a structured way to identify, describe and evaluate the relationships through which public actors must explain and justify their conduct to others. Mark Bovens, in his 2007 conceptual framework, defines accountability narrowly as a relationship in which an actor has an obligation to render an account of conduct to a forum that can pose questions, pass judgement, and impose consequences. The method first maps these relationships, then classifies them by the type of forum and obligation, and finally assesses them against political, constitutional and learning perspectives. Its purpose is to bring analytical precision to a concept that is otherwise used as a vague synonym for good governance.Collaborative governance assessment is a framework for analysing arrangements in which public agencies and non-state stakeholders deliberate together to make or implement public policy by consensus. Synthesised by Chris Ansell and Alison Gash in their 2008 article from a meta-analysis of over a hundred cases, it identifies the starting conditions, institutional design and facilitative leadership that feed into an iterative collaborative process and ultimately shape outcomes. The framework treats collaboration not as a single event but as a cycle of face-to-face dialogue, trust-building, shared understanding and intermediate commitments. Its purpose is to explain why some multi-stakeholder partnerships succeed while others stall or collapse.
