Food Balance Sheet Analysis
Also known as: FBS, FAO Food Balance Sheets, National Food Supply Accounting, Dietary Energy Supply Analysis
Food Balance Sheet (FBS) analysis is FAO's framework for accounting for a country's food supply, codified in the 2001 handbook Food Balance Sheets: A Handbook and updated in FAO's 2017 methodology. For each commodity, the FBS balances the total supply available during a reference period — domestic production plus imports adjusted for stock changes — against all utilization: exports, animal feed, seed, processing, waste, other non-food uses, and finally the quantity available for human consumption. Dividing food available by population gives per capita supply, which is then converted, using food-composition factors, into Dietary Energy Supply (kilocalories per person per day) and protein and fat supply. The FBS underpins national-level food-security indicators, including the prevalence of undernourishment.

When to use it
Use Food Balance Sheet analysis when you need national-level, internationally comparable estimates of food availability and dietary energy supply — for monitoring aggregate food adequacy, tracking supply trends, comparing countries, or feeding macro food-security indicators like the prevalence of undernourishment. It is the right tool for supply-side and policy analysis where household survey data are unavailable or too costly for annual updating. It is the wrong tool for measuring what people actually eat, dietary quality at the individual level, or the distribution of food across households and within them, because it describes average availability, not consumption. For those questions, combine the FBS with household consumption surveys or dietary recalls.

Does the Food Balance Sheet tell us what people actually eat?
No. The FBS measures food available for human consumption at the national level — what remains after exports, feed, seed, processing, and waste are removed from supply — not what individuals actually ingest. The per capita Dietary Energy Supply it produces is an average availability figure, typically higher than measured intake because it does not subtract household-level waste or account for distribution. To learn what people eat, you need household consumption surveys or individual dietary recalls; the FBS complements but does not replace them.
Why is 'food available' calculated as a residual, and why does that matter?
In the supply-utilization balance, total supply must equal the sum of all uses, so once exports, feed, seed, processing, waste, and other non-food uses are estimated, the food available for human consumption is whatever remains. This residual approach is efficient but fragile: any error in the larger supply or utilization components — especially feed and waste, which are hard to measure — flows directly into the food figure. That is why the credibility of an FBS rests heavily on the quality and internal consistency of the underlying commodity data.
How does the FBS support the prevalence-of-undernourishment indicator?
The FBS provides the average Dietary Energy Supply, which sets the mean of the distribution of habitual calorie consumption used in FAO's prevalence-of-undernourishment model. Combined with a measure of the inequality of consumption (its coefficient of variation, drawn from household surveys) and a minimum dietary energy requirement, the DES anchors the calculation of the share of the population whose habitual intake falls below requirements. Thus the FBS supplies the supply-side input that, together with distributional information, yields the undernourishment estimate.
