| Summary≠ | The Women's Empowerment in Agriculture Index (WEAI) is a survey-based composite measure developed in 2013 by IFPRI, the Oxford Poverty and Human Development Initiative, and USAID's Feed the Future initiative to capture women's empowerment, agency, and inclusion in the agricultural sector. It uses the Alkire-Foster dual-cutoff counting method to aggregate five domains of empowerment (the 5DE) and adds a Gender Parity Index that compares each woman to the primary man in her own household. A widely used project-level adaptation, pro-WEAI, was released in 2019 for use in evaluating development projects. | The Gender Empowerment Measure (GEM) is a UNDP composite introduced in the 1995 Human Development Report to capture gender inequality in agency and opportunity rather than in basic capabilities. It combines women's and men's shares of parliamentary seats, of senior administrative and managerial as well as professional and technical positions, and their relative earned income, aggregating them into an index that emphasises participation in economic and political decision-making. |
