Rubric development is the systematic design of criterion-referenced scoring guides for judging complex performance such as writing, projects, presentations, and problem solving. A rubric specifies the dimensions on which work is evaluated and describes, in ordered levels, what each degree of quality looks like. Done well — as the syntheses by Andrade and by Jonsson and Svingby show — rubrics make scoring more reliable and transparent, clarify expectations for students, and turn assessment into a tool for learning rather than merely a verdict.

When to use it
Develop and use rubrics whenever you must judge complex performance that cannot be scored by a key — essays, portfolios, projects, presentations, performance tasks, professional competencies — and want consistency across raters, transparency for students, and alignment of assessment with learning goals. Rubrics serve both formative use (sharing criteria, guiding feedback and self-assessment) and summative scoring. They are unnecessary for items with objectively correct answers. Their benefits are not automatic: poorly written descriptors, untrained raters, or criteria that miss the construct yield unreliable or invalid scores, so development must include anchoring, training, and reliability checks.

What is the difference between analytic and holistic rubrics?
An analytic rubric scores each criterion (dimension) separately, yielding a profile of strengths and weaknesses and richer diagnostic feedback. A holistic rubric assigns a single overall judgment based on the work as a whole, which is faster but less informative for feedback. Jonsson and Svingby's review found analytic, topic-specific rubrics tend to support higher reliability and more useful feedback, though holistic rubrics can suit quick, global judgments where diagnostic detail is not needed.
Do rubrics actually make scoring more reliable?
They can, but not automatically. Jonsson and Svingby's synthesis concluded that rubrics enhance the reliability of scoring when they are well constructed — analytic and topic-specific, complemented by anchor exemplars, and used by raters who have been trained. Without those supports, agreement can remain low. Reliability is an empirical property of a particular rubric used in a particular way, so it must be checked rather than presumed.
Can rubrics support learning, not just grading?
Yes, and this is one of their main values. Sharing a rubric before a task tells students what quality looks like, enabling self- and peer-assessment and more focused effort. Andrade's work emphasizes using rubrics to promote thinking and learning, not only to assign grades. Used formatively, the rubric becomes a teaching tool that makes expectations transparent and feedback actionable, complementing its summative scoring role.
