Formative Assessment

Formative assessment, or assessment for learning, is the practice of gathering evidence of student understanding during instruction and using it immediately to adjust teaching and to give feedback that moves learning forward. Unlike summative assessment, which measures learning after the fact for grading or accountability, formative assessment is woven into the teaching cycle. Synthesized influentially by Black and Wiliam, it is defined not by the type of instrument but by whether the resulting evidence actually changes subsequent instruction and learning.

When to use it
Use formative assessment continuously, as an integral part of day-to-day teaching, whenever the goal is to improve learning while it is still happening rather than to certify it afterward. It is appropriate across subjects and ages and is most powerful when learning goals are clear, evidence is gathered frequently and acted upon quickly, and feedback is specific and actionable. It is not the right tool for high-stakes certification or accountability, where summative measures with strong reliability and comparability are needed; conflating the two — using 'formative' tests mainly to predict summative scores — undermines its purpose.

What is the difference between formative and summative assessment?
The difference is function, not format. Summative assessment measures learning at the end of a period to certify, grade, or hold accountable. Formative assessment gathers evidence during learning and uses it to adapt instruction and feedback while there is still time to act. The same quiz could serve either purpose; it is formative only if the resulting information actually changes what the teacher or student does next.
Does formative assessment really improve learning?
Black and Wiliam's influential 1998 review concluded that well-implemented classroom formative assessment is among the most effective instructional practices, with substantial reported gains. Subsequent work has shown the size of the benefit depends heavily on how formative assessment is defined and enacted — clear goals, evidence that is acted upon, and task-focused feedback matter most. It is a high-potential practice, not an automatic guarantee, and weak implementation yields weak effects.
How does formative assessment relate to curriculum-based measurement?
Curriculum-based measurement (CBM) is a specific, standardized formative system: brief, repeated, technically adequate probes that track progress on a general outcome over time, especially in special education and RTI. General formative assessment is broader and often less formal — questioning, discussion, feedback embedded in teaching.
