Livelihood Vulnerability Assessment is a framework for measuring how exposed and susceptible households and communities are to climatic and socio-economic stresses, and how able they are to cope and adapt. Drawing on the IPCC's conceptualisation of vulnerability as a function of exposure, sensitivity, and adaptive capacity and operationalised in composite tools such as Hahn and colleagues' Livelihood Vulnerability Index, it translates the social and environmental dimensions of risk into indicators that can be compared across places and groups to guide adaptation and poverty-reduction investment.

When to use it

Use livelihood vulnerability assessment when you need to identify and compare which households, communities, or areas are most at risk from climate change and related stresses, and to understand the social and livelihood drivers of that risk, in order to target adaptation or resilience programming. It suits baseline studies, vulnerability mapping, and prioritisation of investment across sites. It is less appropriate as a precise predictive tool — composite indices are sensitive to indicator and weighting choices — and where the goal is to understand subjective experience or dynamic processes, qualitative and participatory methods should accompany or replace the index.

How does this differ from a security vulnerability assessment?

A security vulnerability assessment examines weaknesses in systems, infrastructure, or organisations that could be exploited by threats. Livelihood vulnerability assessment in development and climate studies measures how exposed and sensitive households and communities are to environmental and socio-economic stresses, and their capacity to adapt. Despite the shared word 'vulnerability', the components, data, and purpose are entirely different: one concerns deliberate threats to systems, the other concerns the susceptibility of people's livelihoods to shocks and climate change.

What are the three components of vulnerability in the IPCC framing?

Exposure — the nature and degree to which a system is exposed to significant climatic or other stress, such as changes in temperature, rainfall, or the frequency of extreme events. Sensitivity — the degree to which the system is affected by that exposure, which depends on factors such as dependence on rain-fed agriculture or on climate-sensitive resources. Adaptive capacity — the ability of the system to adjust, moderate harm, cope, and take advantage of opportunities, rooted in assets, income, institutions, knowledge, and social networks. Vulnerability is highest where exposure and sensitivity are high and adaptive capacity is low.

How is the Livelihood Vulnerability Index calculated?

Hahn and colleagues select indicators grouped into major components (such as socio-demographic profile, livelihood strategies, social networks, health, food, water, natural disasters, and climate variability). Each indicator is standardised to a 0–1 scale using its observed minimum and maximum, sub-component values are averaged, and components are combined using a balanced weighted average reflecting the number of indicators each contains. The index can be reported directly or reorganised into the IPCC's exposure, sensitivity, and adaptive-capacity contributing factors and combined into an overall vulnerability score for comparison across study areas.
