The Coping Strategies Index (CSI) is a behaviour-based indicator of household food insecurity that counts and weights the consumption-related coping strategies households adopt when they cannot access enough food. Developed by Daniel Maxwell in the 1990s and standardised in the CARE/WFP field manual, it asks how frequently a household resorted to behaviours such as eating less-preferred foods, borrowing food, reducing portion sizes, restricting adult consumption, or skipping meals, and combines frequency with severity into a single score that is quick to collect and well suited to monitoring and early warning.

When to use it

Use the Coping Strategies Index when you need a rapid, low-cost, behaviour-based indicator of household food insecurity for monitoring, early warning, or emergency targeting, particularly where measuring consumption or anthropometry is impractical. The reduced CSI is ideal for comparing across populations and tracking change frequently. It is less appropriate as a standalone measure of nutritional status or chronic poverty, in contexts where the relevant coping behaviours have not been locally validated, or where coping is driven by factors other than food access.

What is the difference between the CSI and the reduced CSI (rCSI)?

The original context-specific CSI uses a list of coping behaviours and severity weights derived from local qualitative work, making it sensitive to a particular setting but not comparable across settings. The reduced CSI (rCSI) standardises five specific behaviours — eating less-preferred foods, borrowing food, limiting portion size, restricting adult intake, and reducing the number of meals — with fixed universal severity weights, so scores can be compared across different populations and aggregated for monitoring.

How is the CSI score calculated?

For each coping behaviour, the household reports how many of the past seven days it used that behaviour (0–7). This frequency is multiplied by the behaviour's severity weight, and the weighted frequencies are summed across all behaviours to produce the CSI or reduced CSI score. A higher score means more frequent and more severe coping, indicating greater food insecurity; scores are then tracked over time or banded into severity categories.

Can the CSI underestimate food insecurity in severe crises?

Yes. Because the index measures the use of coping strategies, a household that has already exhausted its options — sold its assets, used up borrowing capacity, or reached the most extreme behaviours — may report fewer or less-frequent strategies even as its situation worsens, causing the score to plateau or fall. For this reason the CSI is best interpreted alongside other indicators and asset-depletion or livelihood-coping measures rather than in isolation.
