ResuméThe Public Service Motivation Scale (PSMS), developed by Perry (1996) and refined by Kim et al. (2013), measures the intrinsic motivation of public sector employees to serve the public interest, contribute to civic good, feel compassion for others, and make self-sacrifices for collective benefit. Public service motivation (PSM) is a defining characteristic of effective public administration, predicting job satisfaction, organizational commitment, performance, and willingness to engage in prosocial behaviors. Essential for public sector recruitment, retention, and culture assessment in government agencies, tourism authorities, and civic institutions. The E-Government Adoption Scale (EGAS) measures citizens' willingness to adopt and use digital government services (e-permits, e-tax, e-voting, e-tourism information services, online licensing) based on Technology Acceptance Model principles (Venkatesh & Davis, 2000) extended to government contexts (Belanger et al., 2005). It operationalizes key adoption drivers: perceived usefulness, ease of use, trust in government, security concerns, and technical support. Essential for government agencies, tourism authorities, and public service digital transformation initiatives seeking to understand and overcome citizen barriers to e-service adoption.
