Urban Resilience Assessment

Urban resilience assessment evaluates how well a city can absorb, adapt to, and recover from shocks such as floods, earthquakes and pandemics and from chronic stresses such as poverty and ageing infrastructure. Most assessments are framework-driven composite indices: they define resilience dimensions — infrastructural, social, economic, ecological and institutional — gather indicators for each, normalise and weight them, and aggregate to a resilience score or profile. Because, as Meerow, Newell and Stults documented, 'urban resilience' is defined in conflicting ways across the literature, every assessment must first take a position on what resilience means, for whom, and against which disturbances.

Composite-index frameworks suit cross-city comparison and communication, and are well supported by tools like the City Resilience Index and the disaster-resilience-of-place model; the performance-recovery approach suits evaluating resilience against a specific, observed or modelled shock. The method is weaker when the resilience concept is left vague (Meerow's central warning), when indicators are chosen for availability rather than validity, when weighting buries trade-offs, or when a single score is treated as objective despite resting on contested normative choices about whose resilience counts.

Why is defining urban resilience so contested?
Because resilience can mean bouncing back to the prior state, adapting to a new one, or transforming entirely, and it can be assessed for infrastructure, ecosystems, economies, or specific social groups. Meerow, Newell and Stults found dozens of conflicting definitions in the literature. The choices — resilience of what system, to which disturbances, for whom, and over what time frame — are normative, not technical, so an assessment that skips them produces a number with no clear meaning.
What is the difference between a resilience index and a performance-recovery measure?
A resilience index is a composite of indicators that proxy a city's latent capacity to cope, computed before any specific shock and used for benchmarking. A performance-recovery measure is dynamic: it tracks how far a system's functioning falls during an actual or simulated disturbance and how quickly it recovers, summarising resilience as the area under the recovery curve. The index estimates potential; the recovery measure observes realised resilience against a defined event.
How reliable are city resilience rankings?
They are useful for communication and diagnosis but should be read cautiously. Because resilience is latent and contested, rankings depend heavily on which indicators are chosen, how they are normalised, and how dimensions are weighted, and small methodological changes can reorder cities. Robust assessments report sensitivity analyses, keep dimensions disaggregated, and validate scores against observed outcomes rather than presenting a single rank as objective truth.
