Public participation GIS (PPGIS) is a family of practices that bring the spatial knowledge, values, and priorities of ordinary people into geographic information systems, so that community perspectives sit alongside expert and official data in planning and decision-making. Synthesized as a field by Renee Sieber in 2006, it ranges from facilitated workshops where residents mark up paper maps to web mapping platforms where thousands of people drop points marking places they value or fear. Its aim is both technical and political: to enrich spatial analysis with local knowledge and to widen who gets to shape decisions about place.

When to use it

Use PPGIS when a spatial decision would benefit from local knowledge and legitimacy that official data alone cannot supply — mapping valued and at-risk places, siting facilities, planning parks and trails, assessing perceived safety or access, or managing natural resources with affected communities. It suits situations where you intend to act on the input and can sustain genuine participation. It is less appropriate when there is no real decision to influence, when a representative or inclusive sample cannot be reached, when the spatial knowledge sought is too sensitive to map safely, or when participation is offered as tokenism rather than influence.

What is the difference between PPGIS, PGIS, and VGI?

All three put non-expert spatial contributions into GIS, but they differ in origin and intent. PPGIS (public participation GIS) arose in the Global North to broaden participation in formal planning and decision-making. PGIS (participatory GIS) grew in development and natural-resource contexts, often in the Global South, emphasizing community empowerment and local control of data. VGI (volunteered geographic information) is the broader phenomenon of crowdsourced geographic data, such as OpenStreetMap, which may have no decision-making purpose at all. PPGIS is distinguished by its explicit link to a participatory decision process.

How is the quality of community-contributed spatial data handled?

Contributed data are treated as situated knowledge rather than precise measurement, and the analysis is designed accordingly. Good practice records the provenance of each feature, the method used to place it, and any positional uncertainty, and keeps community layers distinguishable from authoritative ones rather than silently merging them. Patterns are then read at the level of hotspots, clusters, and recurring concerns — robust to individual placement error — rather than over-interpreting any single mark.

Does PPGIS guarantee that the public actually influences the decision?

No. PPGIS is a tool, and its impact depends on the level of participation it is wired into — from merely informing people up to genuine shared decision-making. Without institutional willingness to act on the input and to feed results back to participants, a polished mapping exercise can become tokenism that collects data without ceding any influence. Designing the process around a real decision, and closing the feedback loop, is what separates meaningful PPGIS from participation theatre.
