SWOT-AHP, also called A'WOT, is a hybrid strategy method that quantifies an ordinary SWOT analysis by applying the Analytic Hierarchy Process to its factors. Kurttila, Pesonen, Kangas, and Kajanus introduced the technique in 2000, motivated by the fact that classic SWOT lists strengths, weaknesses, opportunities, and threats without saying which matter most. By treating the four SWOT groups and the factors within them as an AHP hierarchy and eliciting pairwise comparisons on Saaty's 1-9 scale, the method derives numerical priority weights for every SWOT factor. The result is a SWOT analysis whose factors are ranked and commensurable, so strategists can see not just what the relevant factors are but how important each one is relative to the others.

When to use it

Use SWOT-AHP when a SWOT analysis has surfaced the relevant factors but the team needs to know their relative importance to set priorities or compare strategic options. It suits situations with a moderate number of clearly defined SWOT factors and access to expert judgment, where a transparent, quantified rationale is valued — for example in strategic planning, resource allocation, or natural-resource and policy contexts where the method was first applied. It is especially helpful for resolving disagreements by making trade-offs explicit. It is less appropriate when factors are too numerous for manageable pairwise comparison, when the SWOT itself is poorly constructed (since weighting will not fix bad inputs), or when stakeholders cannot agree on what the factors mean.

What problem with ordinary SWOT does SWOT-AHP solve?

Classic SWOT produces four unranked lists, treating every factor as equally important and never weighing, say, a key opportunity against a serious threat. Kurttila and colleagues designed SWOT-AHP to remove this analytical gap by attaching numerical priority weights to each factor through pairwise comparison. The result is a SWOT in which the dominant factors are identifiable and all factors are commensurable on one scale, so the analysis can actually drive prioritization rather than just cataloguing considerations.

How are factors in different SWOT groups made comparable?

Within-group pairwise comparison only ranks factors inside their own category. To make a strength comparable with a threat, SWOT-AHP adds a second level of comparison between the four groups themselves, producing a weight for strengths, weaknesses, opportunities, and threats. Each factor's local weight is then multiplied by its group's weight to give a global weight, and these global weights sum to one across the whole SWOT. Kurttila and colleagues, following Saaty, suggest anchoring the group comparison on the most important factor in each group to keep it consistent.

Does SWOT-AHP make the analysis objective?

No. It makes the analysis transparent and consistent, but the inputs remain expert judgments. The pairwise comparisons reflect subjective assessments of importance, and the consistency ratio only certifies that those judgments are logically coherent, not that they are correct or that the SWOT factors were well chosen. The value of SWOT-AHP is that it documents and quantifies reasoning so trade-offs can be debated and audited; it does not convert a subjective appraisal into an objective fact.
