Dynamic capabilities are a firm's higher-order abilities to integrate, build, and reconfigure internal and external competences to address rapidly changing environments. Teece, Pisano, and Shuen's 1997 article introduced the construct to explain why some firms renew their advantage under technological change while others, with strong but static resources, fall behind. Teece's 2007 article disaggregated the construct into three measurable clusters of activity -- sensing opportunities and threats, seizing them through investment and business-model choices, and reconfiguring the asset base to maintain fit -- and located their microfoundations in identifiable routines and processes. Measuring dynamic capabilities means turning these abstract, higher-order constructs into observable indicators: defining the sensing, seizing, and reconfiguring dimensions, writing reflective items or archival proxies for each, validating a multidimensional measurement model, and relating the construct to performance, typically conditional on environmental dynamism.

Use dynamic capabilities measurement when you want to assess or test a firm's ability to renew and reconfigure its resource base in changing environments, rather than the static value of the resources themselves. It is appropriate for research and diagnosis in technologically dynamic, fast-clockspeed, or disrupted industries where adaptation explains performance differences that the resource-based view alone cannot. The approach suits survey-based studies that can collect multi-item, multi-respondent perceptual data, and archival designs that can proxy sensing, seizing, and reconfiguring with observable activities. It is less appropriate in highly stable environments where dynamic capabilities have little scope to pay off, when only single-respondent cross-sectional data are available (raising common-method and causality concerns), or when the construct is defined so vaguely that indicators cannot be tied to the specific sensing-seizing-reconfiguring microfoundations, which invites tautology.

Ordinary capabilities and resources let a firm perform current operations efficiently -- they answer 'how well do we do today's job?' Dynamic capabilities are higher-order: they let the firm change its resource base as conditions change, answering 'how well can we transform?' Teece, Pisano, and Shuen frame them as the capacity to integrate, build, and reconfigure competences. The distinction is why measurement separates them: a firm can score high on operational capability yet low on dynamic capability and still decline when its environment shifts, which is precisely the phenomenon the construct was created to explain.
Why is dynamic capability usually measured as a second-order construct?

The theory holds that the value of dynamic capabilities depends on the rate of environmental change. In stable settings, the routines and slack needed to sense, seize, and reconfigure may cost more than they return, while in turbulent settings they are what keep the firm aligned with shifting demand and technology. Teece's framework therefore predicts a contingent rather than universal payoff. Empirically, this is tested with an interaction between the dynamic-capability score and a measure of dynamism; a positive interaction supports the construct's central claim, whereas a strong unconditional main effect can even raise concern that the measure is capturing general managerial quality instead.
