Logic Model

A logic model is a diagram that lays out the intended logic of a program — how its resources and activities are expected to produce outputs and, through them, short-, intermediate-, and long-term outcomes. Popularized in human services by the W. K. Kellogg Foundation's development guide, it makes a program's underlying theory of change explicit and testable, providing the backbone for program planning, communication with stakeholders, and evaluation by clarifying exactly what the program does and what it is supposed to achieve.

When to use it
Use a logic model when planning a program, communicating its rationale to stakeholders or funders, or designing an evaluation — it is foundational to program evaluation in social work and human services. It is most useful for clarifying program theory and aligning activities with intended outcomes. It is less suited to capturing the messy, nonlinear, emergent dynamics of complex community change (where systems or theory-of-change maps may fit better), and it should not be mistaken for evidence that the theory is correct, only a statement of it to be tested.

What is the difference between outputs and outcomes?
Outputs are the direct, countable products of program activities — number of sessions held, clients served, materials distributed. They measure how much the program did and whom it reached. Outcomes are the changes that result for participants — in knowledge, behavior, or condition, unfolding over short, intermediate, and long terms. A common error is reporting outputs (we served 200 clients) as if they demonstrated outcomes (clients improved); a logic model keeps the two distinct.
How does a logic model relate to a theory of change?
They overlap and are sometimes used interchangeably, but differ in emphasis. A logic model is typically a compact, often linear diagram of inputs, activities, outputs, and outcomes. A theory of change is usually a fuller articulation of the causal pathways, assumptions, and preconditions explaining why the activities are expected to lead to the outcomes, often working backward from the long-term goal. A logic model can be seen as a structured summary of a more elaborated theory of change.
Can a logic model handle complex community change?
Only partially. The standard linear logic model works well for programs with reasonably direct causal chains, but it can oversimplify complex initiatives where many actors, feedback loops, and contextual forces interact nonlinearly. For those, practitioners often use richer theory-of-change diagrams, systems maps, or methods like concept mapping to represent the complexity. Even then, a logic model can serve as a clarifying first articulation before adding the complexity back in.
