It suits studies of participatory, user-driven, social, and responsible innovation, smart-city and regional-development initiatives, and missions where public engagement is a stated goal. The framework assumes the fourth helix can be meaningfully operationalised and that adding it (or further helices in the N-tuple sense) increases explanatory power. It is less appropriate when the relevant dynamics are confined to the three classical spheres, when public-helix data are unavailable, or when adding helices would multiply analytical complexity without adding measurable variety—in which case a Triple Helix analysis is the more parsimonious choice.
