Vote Buying Analysis

Vote buying analysis is the measurement-and-modeling toolkit for studying the distribution of private goods or cash in exchange for electoral support. Two problems define the field. First, who is being paid: Simeon Nichter's 2008 article showed that machines frequently engage in turnout buying — paying their own already-loyal supporters to show up — rather than the classic vote buying of swing voters, a distinction with sharp implications for who gets targeted. Second, how to measure something respondents are reluctant to admit: Gonzalez-Ocantos and colleagues' 2012 study demonstrated that direct survey questions sharply understate vote buying because of social-desirability bias and that list experiments recover far higher, more credible prevalence. Vote buying analysis combines such debiased measurement with regression models of targeting.

When to use it
Use vote buying analysis when you want to measure how widespread electoral payments are and identify whom parties target, especially in settings where clientelist exchange is common but concealed. It is the right approach when you can field a survey with a sensitive-question design — a list experiment or randomized-response technique — and collect voter covariates such as partisanship, income, and turnout history. The framework is most valuable where direct questioning is known to be biased and where the vote-buying-versus-turnout-buying distinction is substantively important. It is less suitable when you lack survey access and must rely on aggregate transfer data, when the exchange is diffuse rather than tied to a specific election, or when sample sizes are too small to support the variance-heavy list-experiment estimator; in those cases network-based clientelism analysis or distributive-politics models may serve better.

Why use a list experiment instead of just asking whether someone sold their vote?
Selling a vote is socially undesirable and often illegal, so a direct question induces severe underreporting — many who accepted payments deny it. A list experiment lets respondents report only the count of items that apply, never which, so no individual ever admits the sensitive act. Comparing the mean count in the treatment group (which includes the sensitive item) with the control group yields an unbiased prevalence estimate. Gonzalez-Ocantos and colleagues showed that this recovers vote-buying rates far higher and more credible than direct questioning.
What is the difference between vote buying and turnout buying?
Classic vote buying pays a voter to choose a particular candidate; turnout buying pays a voter simply to show up. Nichter's insight is that under a secret ballot a machine usually cannot observe how someone voted but can observe whether they turned out, so it is rational to pay already-loyal supporters to participate rather than to bribe swing voters whose ballots cannot be verified. The distinction matters because it predicts machines target loyalists, not swing voters, reversing the textbook expectation and changing the interpretation of who benefits from clientelism.
Does finding that paid voters supported the party prove the payment worked?
No. A correlation between receiving a benefit and voting for the party is consistent with the payment causing the vote, but also with the party paying people who were already loyal — exactly the turnout-buying pattern. Vote buying analysis as described here measures prevalence and targeting, not the causal effect of payment on choice. Establishing causation requires randomized interventions or designs that exogenously vary who is paid, which is why targeting evidence and treatment-effect evidence are kept conceptually distinct.
