Common-pool resource (CPR) analysis is a framework for diagnosing why shared natural and man-made resources are prone to overuse and for identifying the institutional conditions under which user communities can govern them sustainably without privatization or top-down state control. A common-pool resource is rivalrous (one user's consumption subtracts from what is available to others) yet costly to exclude users from. Garrett Hardin's 1968 'tragedy of the commons' framed the pessimistic baseline in which rational appropriators collectively destroy the resource, while Elinor Ostrom's 1990 Governing the Commons established, through extensive empirical work, eight design principles that distinguish durable self-governing commons from those that collapse.

When to use it

Use common-pool resource analysis whenever a valuable resource is jointly used by many actors who cannot easily be excluded and whose use depletes it for others — fisheries, irrigation systems, groundwater basins, forests, pastures, fishing quotas, and increasingly digital or knowledge commons. It is the right lens when you want to explain why some user communities sustain a resource for generations while others exhaust it, or to design or reform governance arrangements as an alternative to the false binary of full privatization versus centralized state regulation. It is less suited to pure public goods with no rivalry, to resources where exclusion is cheap (where markets suffice), or to one-shot interactions among anonymous strangers where the long-term relationships that underpin self-governance cannot form.

What is the difference between a common-pool resource and a public good?

Both are hard to exclude users from, but they differ in subtractability. A public good such as national defense or a lighthouse beam is non-rivalrous: one person's consumption does not diminish what is available to others. A common-pool resource is rivalrous: every unit harvested — a fish caught, an acre-foot of water pumped — is gone for everyone else. This rivalry creates the appropriation externality and the overuse problem, which is why CPRs require governance of extraction rates, whereas public goods primarily face an under-provision (free-rider) problem.

Does Ostrom's work prove that the tragedy of the commons is wrong?

Not exactly. Hardin's logic correctly describes the non-cooperative outcome when appropriators act independently with no rules, monitoring, or enforcement — the appropriation externality genuinely drives overuse in that baseline. Ostrom's contribution is to show that this baseline is not destiny: real communities frequently build institutions that internalize the externality and sustain the resource. The tragedy is a conditional prediction about ungoverned commons, and Ostrom mapped the institutional conditions under which it is averted.

Are the eight design principles a guaranteed recipe for success?

No. They are empirical regularities: long-enduring self-governed commons tend to satisfy most of them, and failed commons tend to violate several. But they are correlates, not a deductive formula, and their effectiveness depends on context such as group size, trust, leadership, and the biophysical nature of the resource. Treating them as a guaranteed checklist risks importing rules that do not fit local conditions — itself a violation of the congruence principle.
